National Conference of State Legislatures (NCSL)- This group is a resource that legislators in all over the county rely on to provide data and information. NCSL also publishes each state’s bill drafting manuals, if you want to try drafting your own bill. (Note that Georgia’s bill drafting manual is NOT public.)

Can I just use AI to draft a bill?

You can. The legislators in Massachusetts used ChatGPT to draft a bill. Here is an article from Governing Magazine that covered what happened.

Generative AI is a great tool, but it is not quite perfect yet. If you’re going to use AI to generate a bill, make sure 1) it is using the most current version of the law; 2) it is using the most current version of the bill or amendment you are tracking; and, 3) confidentiality is not important to you.

You know those buttons that you click through when you start using a new program? Take a hard look at the “Terms of Use Agreement” and make sure you are comfortable with 1) what you are giving away; and 2) what you are getting in return.

Meet Grace S. Kim

Grace S. Kim, MA, JD, founding principal of Law and Bill Drafting, LLC, possesses extensive legislative experience at both state and federal levels. With a notable academic background in political science and law, she understands administrative law, creating effective public policy, and avoiding pitfalls associated with poorly drafted legislation. Grace’s legislative journey includes key roles in the U.S. House of Representatives, U.S. Senate, the Florida Senate, and the Georgia General Assembly.

Grace’s expertise ensures exceptional service and support for her clients, helping them navigate complex legal and policy landscapes.


  • Grace has over 10 years of legislative experience in state houses and in the nation’s Capitol. She has worked in and around the legislative process as a lobbyist, public policy manager, a committee attorney, and a legislative assistant.

    Grace lobbied for the Georgia School Boards Association for one year, where she gained invaluable experience on education law. She kept members of the Georgia School Boards apprised of the workings of the Georgia General Assembly and the State Board of Education with summaries of meetings and relevant legislation.

    At the Georgia General Assembly, Grace was the Policy Manager for the Democratic Caucus at the House of Representatives. In that position, Grace drafted Whip Reports, which were provided to legislators that summarized all of the bills on which they voted. She tracked hundreds of bills through the committee process from the Hopper to the Governor's desk. Grace drafted bills and amendments for legislators and worked with Legislative Counsel on a wide variety of issues.

    At the Florida Senate, Grace served on the Government Oversight and Accountability Committee as a Senior Attorney. She became an expert on Florida's Sunshine Laws and public records exemptions, which touch on virtually all of the Florida Statutes. She worked closely with the Florida Senate Bill Drafting department and frequently consulted with the Florida Attorney General's Office.

    Grace started out as in intern for a Congressman in Tampa Bay and eventually moved to Washington DC, where she worked at the United States House of Representative and at the United States Senate. Her last position was as a Legislative Assistant working on advancing multi-million dollar federal funding priorities for a United State Senator.

  • Grace has been a member of the Florida Bar since 2006. In Florida, Grace practiced administrative law, where she prosecuted licensure cases for a variety of professions, including healthcare providers and sureties. She also represented the State of Florida in cases against caregivers who abused or neglected their children.

    Grace also served as a staff attorney for the Committee on Government Oversight and Accountability at the Florida Senate. As a Senior Attorney, Grace evaluated legislation and provided legal opinions regarding bills that passed through the Committee. Grace drafted legislation for Senators and worked closely with her counterparts in the Florida House. Grace specialized in public records exemptions.     Grace became a member of the Georgia Bar in 2024.

  • Grace graduated cum laude from Vanderbilt University and was awarded the Avery Leiserson Award for the best paper in Political Science.

    She earned a Master's Degree in Political Science from Indiana University at Bloomington.

    Grace received her Juris Doctor degree from the University of Florida Levin College of Law. She earned a Book Award in Comparative Law. A book award is given to the student who earned the top grade in a law school class.
